“As the war [on Vietnam] increasingly dominates and obsesses our national life, we can look for the appearance of associated symptoms: the oversimplification of issues, the exchange of invective, the questioning of motives and loyalties and the degradation of debate.

“The Internal Security Act of 1950 provides for the establishment of so-called detention centers. Title II authorizes the Attorney General of the United States to apprehend and detain ‘in such places of detention as may be provided by him… all persons as to whom there is reasonable ground to believe that such person probably will conspire with others to engage in acts of espionage and sabotage.'”
