Description:
Kapegian is approximately 30-35 years old. He is of medium height and build; has brown hair and eyes; he has a dark complexion. He has been a member of the Detroit Police for 13 years; 4 of them as an undercover agent. When working in a role as an informer he may appear as in the photos above. However, when he is in Recorders’ Court testifying against innocent marijuana smokers he will appear in a suit and tie and be clean shaven. Look for him, and others like him, in either garb.
Description of Crimes:
Kapegian, working under the alias of “Louie”, made friends with members of Detroit’s psychedelic community, took part in their activities, and then proceeded to turn them in for violating Michigan’s archaic and repressive “narcotic” laws. His handiwork resulted in the arrest of over 50 persons on January 24, 1967 most of whom were released without charge. The remainder are presently being tried in Detroit’s Recorders Court with Kapegian, the defendants’ ex-friend, as the chief witness against them.
